MAIN OBJECTIVE DUTIES OF THE VICE-RECTOR FOR FINANCIAL AND ECONOMIC AFFAIRS: ________________________________________ • Organizing the implementation of the laws of the Republic of Uzbekistan, decrees and orders of the President, decisions of the Oliy Majlis and the Cabinet of Ministers in the field of education and personnel training; • Organizing the implementation of orders, orders and instructions of competent higher organizations, decisions of the Academic Council of Sambhram University on issues related to financial and economic processes and orders and orders of the rector; • Preparing proposals on the direction of activity and organizing work; • Coordination, organization and control of the work of educational units, deaneries that ensure the financial process; • Developing proposals on the staff of auxiliary staff for financial and economic affairs, organizing work to provide departments and structural units with qualified personnel; • Develop and implement plans for recruiting, improving staffing and professional development for vacant positions in financial and economic affairs; • Develop issues of efficient use of classrooms, improving the technical equipment of auditoriums and laboratories; • Take action against employees who violate executive discipline, prepare proposals for terminating contracts with them; • Implement ongoing cooperation with higher education institutions in the financial and economic direction, work in cooperation with local authorities; • Conduct regular internal certification of Sambhram University in accordance with the established procedure, actively participate in preparing for and conducting external certification; • Manage and coordinate the financial, economic and economic affairs of Sambhram University; • Manage and coordinate the work of the Planning and Finance Department, Accounting, Economics, as well as other departments assigned by order of the rector; • Organization, management and coordination of construction, repair, improvement and landscaping works; • Within the scope of the existing material and technical base of Sambhram University, to expand the attraction of extra-budgetary funds by establishing additional paid services (publishing, household services, paid training courses, rent, sponsorship, dividends, etc.) and thereby develop proposals for material incentives for professors, teachers and employees; • Organization of the formation of extra-budgetary funds from the training of students on a fee-based contract basis and other special extra-budgetary funds; • Ensuring the registration of income and expenditure estimates of the state budget, funds received from training on a fee-based contract basis and funds earned on the basis of entrepreneurship with the relevant ministries; • Control the implementation of cost estimates, accounting of financial and economic activities, currency transactions of Sambhram University; • Develop measures to prepare the educational laboratory buildings, student dormitories and other auxiliary buildings and structures of Sambhram University for the autumn-winter season and the new academic year and ensure their implementation; • Study the state of the material and technical base of Sambhram University in the context of economic liberalization, develop measures to develop it and monitor its implementation; • Organize activities to attract investments to Sambhram University, review project and estimate documents for the reconstruction and overhaul of existing buildings and structures, conclude contracts, accept and control the quality of work performed; • Organize proper compliance with staff, budget and accounting discipline and control over accounting and reporting; • Develop measures to rationally and economically use budgetary and extra-budgetary funds, as well as types of municipal services and ensure their implementation; • Develop and implement measures to improve the conditions of remuneration of professors, teachers and employees of Sambhram University, develop accounting and reporting; • Ensure timely payment of monthly salaries and student scholarships of professors, teachers and employees of Sambhram University; • Control over the payment of tuition fees from students studying on a fee-for-service basis; • Organize, manage and coordinate construction and repair works, ensure the implementation of the plan for the transfer of ferrous and non-ferrous metal waste; • Develop and implement a plan for emergency measures and occupational safety of students and employees; • Ensure the stability of university buildings a ensure their operation, constantly meet the needs of student housing; Organize modern classrooms and laboratories with all amenities for professors and teachers to conduct lectures and practical classes for students; Perform their official duties conscientiously.
