We are honored to host an amazing gathering of professors and teachers from more than 10 countries, including India, Malaysia, Korea, Kazakhstan, Pakistan, Tatarstan, Bashkortostan and many others, at the International Scientific and Technical Conference on the theme of Scientific Progress: Scientific Innovation Approaches and Strategic Analysis. In addition, many scientists and researchers from across our country joined us to share their invaluable experience and cutting-edge research.
This conference is an important milestone in the history of our university. Our university has always strived to uphold the values of innovation, inclusion and excellence. The participation of so many influential participants from around the world testifies to the importance of values-based education in shaping the future of our global community.
The reforms carried out in our country to ensure the integration of science, education and production, to develop the higher education system, to strengthen its material and technical base, to improve the forms and content of education are being implemented by expanding the possibilities of introducing advanced pedagogical technologies into the educational process. Today, we are observing the political, economic, and cultural integration of regions and even regions around the world. Since the current era, the “Information Age”, requires the widespread use of information technologies in all areas, the need for training young personnel with deep knowledge and skills in this area is growing.
On November 11, 2024, at the initiative of Jizzakh Sambhram University, the Decrees of the President of the Republic of Uzbekistan “On approval of the Concept for the development of the higher education system of the Republic of Uzbekistan until 2030” No. PF-5847 dated October 8, 2019 and “On the State Program for the Implementation of the Strategy of Actions in Five Priority Areas of Development of the Republic of Uzbekistan in 2017-2021 in the “Year of Development of Science, Education and Digital Economy” No. PF-5953 dated March 2, 2020, Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On measures to improve the system related to the organization of the educational process in higher educational institutions” No. 824 dated December 31, 2020, In order to ensure the implementation of the list of international scientific and scientific-technical events for 2024, established in the fifth paragraph of paragraph 9 of the Resolution of the President of the Republic of Uzbekistan “On measures to create effective mechanisms for the implementation of scientific and innovative developments and technologies in production” dated January 12, 2018 No. 24 and the Resolution of the President of the Republic of Uzbekistan “On measures to effectively organize public administration in the field of higher education, science and innovation within the framework of administrative reforms” No. PQ-200 dated July 4, 2023 No. 16 of the Minister of Higher Education, Science and Innovation K. Sharipov dated January 18, 2024, an international scientific and technical conference on the topic “Development of science: scientific and innovative approaches and strategic analyses” was held.
The scientific and technical conference was held offline and online via Zoom.
The organizing committee conducted its work in the hall of activists of Jizzakh Sambhram University.

2. Scientific direction, goals and objectives of the conference:
Scientific directions of the conference: IT field, engineering technologies, mathematical and software support of computers, complexes and computer networks, systems analysis, management and information processing, artificial intelligence, digital transformation and related fields, aimed at expanding cooperation between scientists and specialists, discussing new scientific results and methods, attracting young scientists to the field and creating opportunities to further strengthen their ties with experienced specialists in the field, application of information and communication technologies in the fields of education, scientific research, management (theory and practice), and training personnel for the information and communication field.
The purpose of the conference:
Improving the scientific foundations of the IT sector, engineering technologies and software development and their implementation in the management of complex systems and scientific research processes, improving the effectiveness of the reforms being implemented to develop and implement a completely new approach and principles for a more stable and accelerated development of our country in the context of globalization, creating conditions for the comprehensive and accelerated development of the state and society, and to get acquainted with the traditions of existing high-potential scientific schools and the results of advanced fundamental and applied research on modernization and liberalization of all spheres of life; to direct the results of research conducted in the field to commercialization, and to discuss important issues in the fields.
The objectives of the conference are:
- to analyze the current state of scientific research in the field of modern IT technologies and practical issues of software development;
- to coordinate the results of scientific research in the field of mathematics and software of computing machines, complexes and computer networks;
- to provide scientifically based proposals for solving urgent problems in systems analysis, management, artificial intelligence, digital transformation;
- to identify priority areas of scientific research on information security issues;
- to promote sustainable development in the field of engineering technologies, digital economy;
- to determine the prospects for training qualified, competitive personnel for information and communication networks.

3. The conference was attended by scientists and specialists from ministries, departments and organizations, young scientists, graduate students and students, including foreign participants.
Professors and teachers from foreign and domestic higher education institutions, young scientists, doctoral students, independent researchers, interns-researchers, graduate students and graduate students participated in the conference with lectures. A total of 284 scientific articles and theses were presented by professors and teachers, doctoral students, master's students and graduate students from foreign and domestic higher education institutions.
Including foreign experts, professors, teachers, young scientists and researchers from universities in Malaysia, Korea, Italy, India, the Russian Federation, the Republic of Kazakhstan, the Kyrgyz Republic participated with a total of 19 scientific articles and theses.
4. Specific recommendations developed based on the results of the conferences, measures aimed at implementing the recommendations, and plans for scientific, social and economic efficiency expected as a result of them (to be filled in according to the appendix).
The issues and recommendations discussed in the materials of the international scientific and technical conference contributed to the implementation of state scientific and technical programs, international scientific cooperation programs, as well as to assessing the impact of the information and communication technologies sector on the development of artificial intelligence, digital transformations and the economy, and determining priority areas for the development of the sector, as well as to the rapid development of scientific, practical and socio-economic areas. The materials of the international scientific and technical conference discussed issues such as information security, infrastructure for the digital economy, artificial intelligence, digital transformation, technologies and sustainable development, personnel for the information technology sector, etc., were heard and discussed.
Scientific efficiency: scientifically based conclusions are prepared on the problems discussed at the conference and proposals for their solutions are made.
Social efficiency: solutions to the problems of forming and developing a modern information society and an information education system, creating infrastructure for the digital economy, and forming citizens' skills to properly use artificial intelligence tools are determined.
Economic efficiency: the introduction of innovative engineering technologies, technical means, scientific achievements into production based on modern information and communication technologies creates a basis for improving the quality of personnel training in the education system. All this, in turn, will serve as the basis for the production of quality products that meet the requirements of the world market with minimal labor costs in economic sectors and ensures high economic efficiency.
5. Expected results of the event:
1. The current state of scientific research in the field of modern IT technologies and practical issues of software development was analyzed, and innovations and advanced ideas in this area were discussed, ideas were exchanged, and proposals and recommendations for their implementation were developed.
2. The results of scientific research in the field of mathematics and software of computing machines, complexes and computer networks were coordinated, and current issues in the field were discussed in detail, and the content and essence of scientific research in this area were
